Partnership Conference to launch Community Strategy across the Partnership. Completed. Launch event held early in April 2003. First progress event will be held in 2004.

Role of Partnership Office to be kept under review in line with evolving role of LSP. Role reviewed and agreed by Partnership Board at last away-day (Annex C). Future funding for Partnership currently being explored through Chief Executive Officer Group.

Voluntary sector (Network of Partnerships – now Voice) and community sector (Network of Partnerships) networks in place (see also below). Completed. Networks in place and being developed. Community Empowerment Plan 2004 to build on earlier work.
Review impact of private sector involvement, building on work carried out by Rotherham Chamber of Commerce. Consultancy project complete. Identified need for Business Broker. Potential funding for Business Broker being explored.
Implement Communications Strategy, including PR, production of printed publications and promotional material and website. Strategy implemented. PR and design consultants appointed. Website developed and implemented (www.rotherhamnow.co.uk). First newsletter developed and distributed (enclosed) to be two-monthly in future. Promotional material produced (e.g. exhibition stand & leaflet for Rotherham Show).

ACTION FOCUSED: Established genuine common priorities/targets & agree actions and milestones
PERFORMANCE MANAGED: Aligned member performance management systems, aims and objectives to the LSP
Establish clearer baseline information particularly for priority neighbourhoods as part of Neighbourhood Renewal Strategy. Baseline information produced at neighbourhood level through the Neighbourhood Statistics Project, funded through SRB.
Develop Neighbourhood Renewal Strategy target areas, establish local issues, local targets and actions to address. Strategy on target for completion in March 2004, with all partner engagement in the process.
Review Neighbourhood Renewal commissioning and monitoring procedures, as part of strategy review. NRF current spend is being reviewed with a view to aligning future spend with Strategy priorities (see above).
Partnership Spokes to finalise and agree Spoke Action Plans. Actions from Community Plans to be built into Spoke Action Plans. Performance indicators to be developed and refined. Spoke Action Plans being developed. Strategic indicators are still to be agreed for exception reporting to Partnership Board.
Partners to agree a performance management system that allows the LSP to monitor performance across the Community Strategy. Partners agreeing a Performance Management Framework for reporting on the Community Strategy and PSA indicators. Consultation on draft underway. Draft suggests exception reporting to the Board in July and December (twice yearly) with more regular reporting at Partnership Spoke level.
Partners to complete process of planning and budgetary alignment from Community Strategy to partner agency planning. This is an on-going process that is being taken forward through the Partnership Board.
EFFICIENT: Reduces, not adds to, the bureaucratic burden
Review of linkages with other partnerships to be completed as part of Terms of Reference reviews (see above) Completed. More partnerships now formally linked to LSP to minimise duplication and ensure increased joint working.

LSP will facilitate relevant discussions with stakeholders to encourage constructive dialogue with Government.

Informal review meeting held with Government Office in September. Formal review meeting with Board in December.
LEARNING & DEVELOPMENTAL: Builds on best practice from successful partnerships
Complete Learning & Development Plan for building knowledge and skills across the LSP. Ensure Spoke Chairs/Managers, and members, have knowledge and skills to build Driving Principles into delivery. First phase of programme developed: Partnership Board away-day, 16 October; Spoke Chairs/Managers away-day, 05 November; Member Development half-days, 17-19 December; follow-up Spoke Chairs/Managers away-day, 20 February 2004. Member Handbook being developed and will be circulated to all members at the Member Development half-days.In addition, the Partnership Office will be developing a “Learning Lunch” programme which will include monthly one hour seminars on current big issues/programmes, which all Partnership members will have the invitation to attend.
Visits to other LSP’s to be arranged and website developed for sharing learning and developing good practice. LSP Director attends sub-regional networking meetings, organised by South Yorkshire Forum. LSP Director also attends regional networking meetings organised by Government Office.In addition, the Director occasionally visits other LSPs (e.g. forthcoming visit to Bradford Vision on 15 January 2004) and has started to involved all team in sharing experiences with some of the best performing LSPs (e.g. visit to Liverpool First took place on 19 September).The Director has also agreed with Government Officer for a writer from “Writing Renewal” project to work with Partnership to write up case studies of good practice to put on website.
Support package produced for voluntary and community members of LSP by Voluntary Action Rotherham. Package being developed as part of Community Empowerment Plan 2003-04. Next year’s plan is currently being developed through the Community Development and Involvement Partnership Community Empowerment Networks.
Website development will include consultation documents, useful information and good practice examples. Website up and running, and will be further developed, future resources depending.
